International crime court(ICC) came into being after the Second World War. The Nuremberg tribunal.
No excuse as simply obediencefor orders.
Being chief leadersis no excuse for impunity.
Not all countries are parties to the ICC statute.
China is not a member. America has signed it but not ratified it.
If a country is not a party to the ICC statute, it will not be regulated
by the ICC directly, but the board can vote for a sanction.
